Abstract

Bandung Waterfall is a natural tourist attraction located in Siangan Village, Gianyar District, Gianyar Regency, Bali, approximately 4.4 kilometers from the center of Gianyar town. Despite its considerable potential as a community-based natural attraction, supported by its unspoiled scenery and the customary ownership held by Banjar Bandung, management of the site remains constrained by limited supporting facilities, suboptimal promotion, and the absence of a structured management plan. This study aims to: (1) analyze the potential of Bandung Waterfall as a community-based tourist attraction; (2) identify stakeholders' perceptions of its management; and (3) formulate a management plan consistent with the principles of Community Based Tourism (CBT). A descriptive qualitative approach was employed, with data gathered through observation, interviews, and documentation. Seven informants were selected through purposive sampling, representing the pentahelix model of government, academia, business, community, and media, together with the site manager and tourists. The findings show three key results. First, based on the 6A tourism component framework (Attraction, Accessibility, Amenities, Activities, Ancillary Services, and Available Packages), Bandung Waterfall offers strong natural attraction in the form of a waterfall and rock cliffs framed by lush vegetation, supported by adequate road access and basic facilities such as parking, a warung, waste bins, and a simple changing area and toilet, although these facilities remain modest and in need of improvement. Second, stakeholder perceptions are generally positive, recognizing the economic, social, and environmental benefits the site already brings to the surrounding community through a 70:30 revenue-sharing arrangement between the site manager and the customary banjar, even as concerns persist regarding limited funding, low community participation in upkeep, and inconsistent digital promotion. Third, the recommended management plan, structured according to a priority scale derived from stakeholder perception, places facility improvement as the foremost priority, followed by strengthening digital promotion, improving accessibility and visitor safety, building a more professional community-based management institution, and developing structured tourism packages, while continuing to preserve the natural attraction and existing activities that already receive favourable perception. With appropriate planning grounded in Community Based Tourism principles, Bandung Waterfall has strong potential to become a sustainable community-based tourism destination that improves the welfare of Siangan Village.
